Juni 2019 hat der International Accounting Standards Board (IASB) einen Entwurf „Vorgeschlagene Änderungen an IFRS 17“ veröffentlicht, um Zweifel und Umsetzungsherausforderungen zu adressieren, die nach der Herausgabe von IFRS 17 „Versicherungsverträge“ in 2017 identifiziert wurden.
Die wesentlichen vorgeschlagenen Änderungen an IFRS 17 sind die folgenden:
- Verschiebung des Zeitpunkts des Inkrafttretens von IFRS 17 um ein Jahr auf Geschäftsjahre, die am oder nach dem 1. Januar 2022 beginnen.
- Zusätzliche optionale Ausnahme vom Anwendungsbereich für Darlehensverträge, die ein erhebliches Versicherungsrisiko übertragen.
- Zusätzliche Ausnahme vom Anwendungsbereich für Kreditkartenverträge, die Versicherungsschutz beinhalten.
- Änderungen in Bezug auf die Zuweisung, den Ansatz, die Beurteilung der Einbringlichkeit und die Angaben zu Cashflows aus der Versicherungsakquise im Zusammenhang mit erwarteten Vertragsverlängerungen.
- Änderungen bezüglich der Zuweisung der vertraglichen Dienstleistungsmarge in Bezug auf Investmentkomponenten und damit verbundene Angabevorschriften.
- Erweiterung der Option zur Risikominderung auf gehaltene Rückversicherungsverträge.
- Änderungen, wonach ein Unternehmen, das beim erstmaligen Ansatz Verluste aus belastenden Versicherungsverträgen erfasst, auch einen Gewinn aus gehaltenen Rückversicherungsverträgen erfassen muss.
- Vereinfachter Ausweis von Versicherungsverträgen in der Darstellung der finanziellen Lage.
- Zusätzliche Übergangserleichterungen bei Unternehmenszusammenschlüssen.
Der vorgeschlagene Zeitpunkt des Inkrafttretens der Änderungen stimmt mit dem vorgeschlagenen neuen Zeitpunkt des Inkrafttretens von IFRS 17 (1. Januar 2022) überein, wobei eine vorzeitige Anwendung zulässig ist. Die Änderungen würden rückwirkend angewendet.

Los principales cambios propuestos en las enmiendas a la NIIF 17 son:
- Aplazamiento de la fecha de aplicación inicial de la NIIF 17 por un año a períodos anuales que comiencen a partir del 1 de enero de 2022.
- Exclusión de alcance opcional adicional para los contratos de préstamo que transfieren riesgos de seguro significativos.
- Exclusión de alcance adicional para los contratos de tarjeta de crédito que incluyan coberturas de seguro.
- Modificaciones relacionadas con la asignación, reconocimiento, evaluación de la recuperabilidad y divulgación con respecto a los flujos de efectivo derivados de adquisiciones de seguros en relación con renovaciones de contratos previstas.
- Enmiendas con respecto a la asignación del margen de servicio contractual (CSM) en relación con los componentes de inversión y los requisitos de divulgación relacionados.
- Ampliación de la opción de mitigación de riesgos para incluir los contratos de reaseguro mantenidos.
- Obligación de que una entidad también contabilice una ganancia en los contratos de reaseguro mantenidos si en el reconocimiento inicial de los contratos de seguro onerosos emitidos reconoce las pérdidas.
- Presentación simplificada de los contratos de seguro en el estado de situación financiera.
- Ayuda de transición adicional para combinaciones de negocios.
La entrada en vigor propuesta para las modificaciones es la misma que la entrada en vigor propuesta para la NIIF 17 (1 de enero de 2022) con la posibilidad de aplicación anticipada. Las enmiendas serían aplicadas retrospectivamente.
