[value] => Am 10.12.2019 wurde im Amtsblatt der Europäischen Union die Verordnung (EU) Nr. 2019/2104 der Kommission vom 29. November 2019 zur Änderung der Verordnung (EG) Nr. 1126/2008 betreffend die Übernahme bestimmter internationaler Rechnungslegungsstandards gemäss der Verordnung (EG) Nr. 1606/2002 des Europäischen Parlaments und des Rates in Bezug auf die International Accounting Standards IAS 1 und 8 veröffentlicht.
Im Rahmen seines Projekts zur Verbesserung der Kommunikation in der Finanzberichterstattung („Better Communication in Financial Reporting“), mit dem die Art und Weise, wie Abschlussadressaten über Finanzinformationen unterrichtet werden, verbessert werden soll, hat das International Accounting Standards Board am 31. Oktober 2018 in seiner Verlautbarung „Definition von ‚wesentlich‘ (Änderungen an IAS 1 und IAS 8)“ die Definition von „wesentlich“ geschärft, um Unternehmen Wesentlichkeitseinschätzungen zu erleichtern und die Relevanz der Anhangangaben im Abschluss zu erhöhen.
Die bisherige Definition von Wesentlichkeit behandelte „nur“ das Auslassen oder die fehlerhafte Darstellung von Informationen. Mit dem neuen Verweis soll nun klargestellt werden, dass eine Verschleierung von wesentlichen Informationen durch unwesentliche Informationen ähnliche Auswirkungen haben kann wie das Weglassen.
Die Kommission ist nach Konsultation der Europäischen Beratergruppe für Rechnungslegung (European Financial Reporting Advisory Group, EFRAG) zu dem Schluss gelangt, dass die Änderungen an IAS 1 Darstellung des Abschlusses und IAS 8 Rechnungslegungsmethoden, Änderungen von rechnungslegungsbezogenen Schätzungen und Fehler die in der Verordnung (EG) Nr. 1606/2002 genannten Kriterien für eine Übernahme erfüllen.
Aufgrund der Änderungen an IAS 1 und IAS 8 müssen konsequenterweise auch IAS 10 Ereignisse nach dem Abschlussstichtag, IAS 34 Zwischenbericht-erstattung und IAS 37 Rückstellungen, Eventualverbindlichkeiten und Eventualforderungen geändert werden.
Im Einzelnen werden die folgenden Änderungen beschlossen:
- IAS 1 Darstellung des Abschlusses: Paragraph 7 wird in Bezug auf Unternehmen, die die Änderungen der Verweise auf das Rahmenkonzept in IFRS-Standards aus dem Jahr 2018 anwenden, geändert und Paragraph 139T wird hinzugefügt.
- IAS 8 Rechnungslegungsmethoden, Änderungen von rechnungslegungs-bezogenen Schätzungen und Fehler: Paragraph 5 wird in Bezug auf Unternehmen, die die Änderungen der Verweise auf das Rahmenkonzept in IFRS-Standards aus dem Jahr 2018 anwenden, geändert. Paragraph 6 wird gestrichen und Paragraph 54H wird angefügt.
- IAS 10 Ereignisse nach dem Abschlussstichtag: Paragraph 21 wird geändert und Paragraph 23C wird angefügt.
- IAS 34 Zwischenberichterstattung: Paragraph 24 wird geändert und Paragraph 58 wird angefügt.
- IAS 37 Rückstellungen, Eventualverbindlichkeiten und Eventualforderungen: Paragraph 75 wird geändert und Paragraph 104 wird angefügt.
Die Änderungen sind für Berichtsperioden anzuwenden, die am oder nach dem 1.1.2020 beginnen.

[value] => El pasado 10 de diciembre de 2019, se publicó en el Diario Oficial de la Unión Europea el Reglamento (UE) 2019/2104 de la Comisión de 29 de noviembre de 2019, que modifica el Reglamento (CE) nº 1126/2008 por el que se adoptan determinadas normas internacionales de contabilidad de conformidad con el Reglamento (CE) nº 1606/2002 del Parlamento Europeo y del Consejo, en lo relativo a las Normas Internacionales de Contabilidad NIC 1 y 8.
En el marco de su proyecto “Better Communication in Financial Reporting” (Mejor comunicación de información financiera), cuya finalidad es perfeccionar la forma en que se comunica la información financiera a los usuarios de los estados financieros, el Consejo de Normas Internacionales de Contabilidad publicó el 31 de octubre de 2018 el documento Definición de materialidad (o importancia relativa) (Modificaciones de la NIC 1 y la NIC 8), a fin de aclarar la definición de “materialidad (o importancia relativa)”, y permitir así a las empresas formarse un juicio al respecto con mayor facilidad y de reforzar la pertinencia de la información a revelar en las notas a los estados financieros.
La definición actual de materialidad trataba “solo” la omisión o presentación incorrecta de la información. La nueva referencia pretende aclarar que ocultar información esencial con información no esencial puede tener efectos similares a omitirla.
Tras consultar al Grupo Consultivo Europeo en materia de Información Financiera (European Financial Reporting Advisory Group, EFRAG), la Comisión concluyó que las modificaciones de la NIC 1 Presentación de estados financieros y de la NIC 8 Políticas contables, cambios en las estimaciones contables y errores cumplen los criterios para su adopción establecidos en el Reglamento (CE) nº 1606/2002.
Las modificaciones de la NIC 1 y de la NIC 8 implican modificaciones de la NIC 10 Hechos posteriores al final del ejercicio sobre el que se informa, de la NIC 34 Información financiera intermedia y de la NIC 37 Provisiones, pasivos
contingentes y activos contingentes.
El Reglamento aprueba las siguientes modificaciones:
- NIC 1 Presentación de estados financieros: se modifica el párrafo 7 para una entidad que no haya adoptado las modificaciones de 2018 de las referencias al Marco Conceptual de las NIIF y se añade el párrafo 139T.
- NIC 8 Políticas contables, cambios en las estimaciones contables y errores: se modifica el párrafo 5 para una entidad que no haya adoptado las modificaciones de 2018 de las referencias al Marco Conceptual de las NIIF. Se suprime el párrafo 6 y se añade el párrafo 54H.
- NIC 10 Hechos posteriores al final del ejercicio sobre el que se informa: se modifica el párrafo 21 y se añade el párrafo 23C.
- NIC 34 Información financiera intermedia: se modifica el párrafo 24 y se añade el párrafo 58.
- NIC 37 Provisiones, pasivos contingentes y activos contingentes: se modifica el párrafo 75 y se añade el párrafo 104.
Las modificaciones se aplicarán para los ejercicios iniciados a partir del 1 de enero de 2020.
