[value] => Am 5. November 2019 wurde im spanischen Staatsanzeiger die Entscheidung der Zentralen Aufsichtsbehörde für die staatliche Verwaltung (IGAE) vom 25. Oktober 2019 veröffentlicht, mit der die Anpassung der Prüfungsvorschriften für den öffentlichen Bereich an die Internationalen Prüfungsstandards genehmigt wird (im Folgenden: NIA-ES-SP).
Zu den wichtigsten Neuigkeiten gehören:
- Ein kohärentes Regelwerk
- Eine genauere Definition von Kontroll- und Betrugsrisiken
- Eine neue Berichtsstruktur für Prüfungsberichte
- Verwendung als Grundlage für andere Prüfungstätigkeiten als die Abschlussprüfung
- Die Definition der wichtigsten Prüfungsbegriffe sowie weitere Erklärungen in den Erläuterungen.
Durch diese Entschließung werden insgesamt 34 Prüfungsvorschriften NIA-ES-SP mit den entsprechenden Erläuterungen und einem Begriffsverzeichnis verabschiedet. Ebenso wird der Verhaltenskodex für die Prüfung des öffentlichen Bereichs genehmigt.
Alle NIA-ES-SP sind einheitlich in die folgenden Abschnitte unterteilt:
Einführung, Zielsetzung, Definitionen, Anforderungen und Anwendungsleitlinien sowie weitere Erläuterungen.
Das Begriffsverzeichnis enthält die wesentlichen Definitionen in Bezug auf die NIA-ES-SP und die der öffentlichen Verwaltung entsprechenden Begriffe.
Zuletzt wird der staatliche Rechnungshof (ONA) befugt, die erforderlichen Änderungen an den Prüfungsvorschriften vorzunehmen, um sie an die geltenden finanziellen Rahmenvorschriften anzupassen.

[value] => El pasado 5 de noviembre de 2019 se publicó en el BOE la Resolución de 25 de octubre de 2019 de la Intervención General de la Administración del Estado (IGAE), por la que se aprueba la adaptación de las Normas de Auditoría del Sector Público a las Normas Internacionales de Auditoría (en adelante, NIA-ES-SP).
Entre las novedades más relevantes destacan:
- Un cuerpo normativo cohesionado
- Una mayor definición de los riesgos de control, así como de los riesgos de fraude
- Una nueva estructura de informe de auditoría de cuentas
- Su utilidad como fuente para otros trabajos de control, distintos de la auditoría de cuentas
- La definición de los principales términos de auditoría, así como una explicación más concreta en las Notas Explicativas cuando sea necesario.
Mediante la presente resolución, se aprueban treinta y cuatro NIA-ES-SP con sus correspondientes notas explicativas y un Glosario de Términos. Asimismo, se aprueba también el Código de Ética para la auditoría del sector público.
Cada NIA-ES-SP está dividida en los siguientes epígrafes: Introducción, Objetivo, Definiciones, Requerimientos y Guía de aplicación y otras anotaciones explicativas.
En cuanto al Glosario de Términos, se incluyen las principales definiciones correspondientes a las NIA-ES-SP y los términos correspondientes a la regulación pública.
Por último, la Oficina Nacional de Auditoría (ONA) queda autorizada para realizar las modificaciones necesarias en las normas de auditoría para adaptarlas al marco normativo financiero que sea de aplicación.
