[value] => Im Oktober 2018 veröffentlichte das spanische ICAC den Entwurf eines Königlichen Erlasses zur Änderung des Allgemeinen Kontenrahmens (PGC), verabschiedet durch den Königlichen Erlass 1514/2007 vom 16. November; des Allgemeinen Kontenrahmens für KMU, verabschiedet durch den Königlichen Erlass 1515/2007 vom 16. November; der Vorschriften für die Aufstellung von Konzernabschlüssen, verabschiedet durch den Königlichen Erlass 1159/2010 vom 17. September und der Vorschriften zur Anpassung des Allgemeinen Kontenrahmens an gemeinnützige Einrichtungen, verabschiedet durch den Königlichen Erlass 1491/2011 vom 24. Oktober.
Die wichtigsten Änderungen, die der Entwurf des Königlichen Erlasses vorsieht, lassen sich wie folgt zusammenfassen:
- Das bisherige Portfolio der zur Veräußerung verfügbaren finanziellen Vermögenswerte wird gestrichen, wodurch die Einteilung der finanziellen Vermögenswerte in nur drei Kategorien vereinfacht wird: finanzielle Vermögenswerte zum beizulegenden Zeitwert mit Änderungen in der Gewinn- und Verlustrechnung, finanzielle Vermögenswerte zu fortgeführten Anschaffungskosten und finanzielle Vermögenswerte zu Anschaffungskosten. Ebenso werden die Kategorien der Darlehen und Forderungen sowie der bis zur Endfälligkeit gehaltenen Finanzinvestitionen gestrichen.
- Die Kriterien für die Erfassung von Erträgen werden klargestellt.
- Der beizulegende Zeitwert wird neu definiert. Ebenso wird in bestimmten Fällen die Möglichkeit eingeführt, Vorräte zum beizulegenden Zeitwert abzüglich ihrer Umsatzkosten zu bewerten.
- Die Definition von Hedge Accounting wird überarbeitet.
- Die Übersichten, die in den Anhang zum Jahresabschluss aufgenommen werden müssen, werden überarbeitet.
- Die Kriterien für die Bilanzierung von Kapitalerhöhungen und – reduzierungen werden überarbeitet.
Die Ziele des Entwurfs lassen sich wie folgt zusammenfassen:
- Anpassung der spanischen Rechnungslegungsvorschriften an die internationalen Rechnungslegungsvorschriften in Bezug auf Finanzinstrumente und die Erfassung von Erträgen nach Grundsätzen der Vereinfachung, Verhältnismäßigkeit und Angemessenheit.
- Überarbeitung des PGC und dessen ergänzender Vorschriften unter dem Gesichtspunkt der Maßgeblichkeit der neuen internationalen Rechnungslegungsvorschriften für Unternehmen, die nicht der Finanzbranche sind.
- Analyse der internationalen Rechnungslegungsvorschriften unter kritischen Gesichtspunkten, um diejenigen Vorschriften nicht in den PGC aufzunehmen, die nicht zu einer Verbesserung der Relevanz und der Zuverlässigkeit der Finanzinformationen derjenigen Unternehmen führen, die den PGC anwenden.
Das Inkrafttreten des Entwurfs war für die Jahresabschlüsse der ab dem 1. Januar 2020 beginnenden Geschäftsjahre vorgesehen. Allerdings ist aufgrund der bis vor kurzem noch fehlenden Regierungsbildung der parlamentarische Genehmigungsprozess nicht voran geschritten, so dass der Entwurf derzeit noch nicht verabschiedet ist.
[summary] => [format] => full_html ) ) [x-default] => Array ( [0] => Array ( [value] =>En el mes de octubre de 2018, el ICAC publicó el proyecto de Real Decreto por el que se modifican el Plan General de Contabilidad aprobado por el Real Decreto 1514/2007, de 16 de noviembre; el Plan General de Contabilidad de Pequeñas y Medianas Empresas aprobado por el Real Decreto 1515/2007, de 16 de noviembre; las Normas para la Formulación de Cuentas Anuales Consolidadas aprobadas por el Real Decreto 1159/2010, de 17 de septiembre; y las Normas de Adaptación del Plan General de Contabilidad a las entidades sin fines lucrativos aprobadas por el Real Decreto 1491/2011, de 24 de octubre.
De forma resumida, las principales modificaciones previstas por el proyecto de Real Decreto son las siguientes:
- Se elimina la cartera de los activos financieros disponibles para la venta, simplificando la clasificación de los activos financieros a solamente tres categorías: activos financieros a valor razonable con cambios en la cuenta de pérdidas y ganancias, activos financieros a coste amortizado y activos financieros a coste. Así mismo, se eliminan también los préstamos y partidas a cobrar y de inversiones mantenidas hasta el vencimiento.
- Se clarifican los criterios para el reconocimiento de ingresos.
- Se establece una nueva definición del valor razonable. Así mismo, se introduce la posibilidad, en determinados casos, de valorar las existencias a valor razonable menos su coste de ventas.
- Se modifica la definición de las coberturas contables.
- Se modifican los cuadros a incluir en la memoria de las cuentas anuales.
- Se modifican los criterios de reconocimiento de las ampliaciones y reducciones de capital.
Los objetivos de la norma pueden resumirse de la siguiente forma:
- Armonizar el ordenamiento contable español con la normativa contable internacional en materia de instrumentos financieros y reconocimiento de ingresos, de acuerdo con los criterios de simplificación, proporcionalidad y adecuación.
- Reformar el PGC y sus disposiciones complementarias desde la perspectiva de la relevancia de los nuevos criterios internacionales para las empresas no financieras.
- Realizar un análisis de los criterios internacionales desde una perspectiva crítica para no incluir en el PGC y sus disposiciones complementarias las reglas que no se considere que introducen una mejora en la relevancia y fiabilidad de la información financiera de las entidades que aplican el PGC.
La entrada en vigor estaba prevista para las cuentas anuales de los ejercicios que se inicien a partir del 1 de enero de 2020. Sin embargo, debido a la falta de Gobierno hasta hace muy poco, la tramitación parlamentaria del proyecto de Real Decreto no ha avanzado y actualmente se encuentra todavía sin aprobación.
