Dezember 2016 hat der spanische BOE den königlichen Erlass 602/2016 zur Änderung des Allgemeinen Kontenrahmens (PGC), des Kontenrahmen für KMU (PGC-Pymes), der Vorschriften zur Aufstellung von konsolidierten Jahresabschlüssen (NFCAC) und der Vorschriften zur Anpassung des Allgemeinen Kontenrahmens an gemeinnützige Einrichtungen veröffentlicht. Die Veröffentlichung ist ein Jahr nach der Eröffnung des Anhörungsverfahrens für den Entwurf erfolgt. Mit geringfügigen Änderungen, die Präzisierungen im Wortlaut und Verbesserungen in der Struktur dienen, ist der jetzt verabschiedete Text praktisch identisch mit dem Entwurf. Die Änderungen sind in drei Blöcken zusammengefasst.
Der erste Block betrifft die Vereinfachung der Rechnungslegungsvorschriften für kleine Unternehmen, die im Wegfall der Eigenkapitalveränderungsrechnung für diejenigen Unternehmen, die den verkürzten PGC oder den PGC-Pymes verwenden, und der Reduzierung der Anhangsangaben zum Jahresabschluss besteht. Die bisherige Gliederung des Anhangs (sowohl verkürzt als auch KMU) ist durch eine neue Gliederung mit geringeren Anforderungen ersetzt worden.
Hinsichtlich der Ansatz- und Bewertungsvorschriften für immaterielle Vermögensgegenstände enthält der endgültige Text lediglich eine für alle Unternehmen geltende Änderung beim Geschäfts- oder Firmenwert, der nun wieder abgeschrieben wird. Sofern kein gegenteiliger Nachweis vorliegt, wird davon ausgegangen, dass die Nutzungsdauer des Geschäfts- oder Firmenwertes zehn Jahre beträgt und dessen Abschreibung linear erfolgt.
Der letzte Block enthält eine geringfügige Überarbeitung der Vorschriften zur Aufstellung von konsolidierten Jahresabschlüssen in Bezug auf die Verpflichtung zur Konsolidierung, die Behandlung des bei der Konsolidierung entstandenen Geschäfts- oder Firmenwertes sowie einige technische Verbesserungen.
Die Änderungen sind für die seit dem 1. Januar 2016 begonnenen Geschäftsjahre gültig.

[value] => El pasado 17 de diciembre de 2016, el BOE publicó el Real Decreto 602/2016, por el que se modifica el Plan General de Contabilidad (PGC), el Plan General de Contabilidad de Pequeñas y Medianas Empresas, las Normas para la Formulación de Cuentas Anuales Consolidadas (NFCAC) y las Normas de Adaptación del Plan General de Contabilidad a las entidades sin fines lucrativos. La publicación se ha producido un año después de someter a información pública el Proyecto de Real Decreto. El texto ahora aprobado es prácticamente idéntico al proyecto inicial, con pequeños cambios para introducir precisiones en su redacción y mejoras en el articulado.
Los cambios en el PGC se concentran en tres bloques:
En primer lugar, el relacionado con la simplificación de las obligaciones contables de las pequeñas empresas que se materializa en la eliminación del estado de cambios en el patrimonio neto, tanto para las empresas que utilicen el modelo abreviado del PGC como para aquellas empresas que opten por aplicar el modelo del PGC Pymes, y en la reducción de las indicaciones a incluir en la memoria de las cuentas anuales. Se ha sustituido el modelo anterior de memoria (abreviada y Pymes) por otro con menores requerimientos.
En segundo lugar, en lo que respecta a los criterios de registro y valoración, la única modificación que se ha incorporado, para todo tipo de empresas, es la que se refiere a los activos intangibles, en particular el fondo de comercio, que volverá a amortizarse. Se presumirá, salvo prueba en contrario, que la vida útil del fondo de comercio es de diez años y que su recuperación es lineal.
Por último, se cierra el desarrollo reglamentario con una breve revisión de las NFCAC sobre los supuestos de dispensa y exclusión de la obligación de consolidar, el tratamiento del fondo de comercio de consolidación y algunas mejoras técnicas.
Los cambios son de aplicación para los ejercicios iniciados a partir del 1 de enero de 2016.
