[value] => Am 3. Juni 2016 wurde im spanischen Staatsanzeiger eine Entscheidung des spanischen Rechnungshofs vom 31. Mai 2016 über die Anweisung zur Prüfung der Rechenschaftsberichte der Parlamentswahlen vom 26. Juni 2016 veröffentlicht.
Gemäß den geltenden Rechtsvorschriften muss der Rechnungshof in Ausübung seiner Prüfungsfunktion zur Ordnungsmäßigkeit der von den Parteien vorgelegten Rechenschaftsberichte Stellung nehmen und kann bei Vorliegen von Unregelmäßigkeiten in den Rechenschaftsberichten oder von Verletzungen der für die Wahleinnahmen und -ausgaben bestehenden Beschränkungen das gesetzlich vorgesehene Übertretungsverfahren einleiten sowie den Entzug oder die Reduzierung der den Parteien zustehenden Wahlsubvention vorschlagen.
Um die Einhaltung der in der Wahlordnung vorgesehenen Verpflichtungen durch die politischen Parteien zu erleichtern, hat der Rechnungshof es für angebracht gehalten, diese Anweisung mit dem Ziel zu erarbeiten, die Anforderungen an die Prüfung der Rechenschaftsberichte der Parlamentswahlen vom 26. Juni 2016 sowie den Umfang und die Anforderungen an die Buchführung und die Belege zu präzisieren, die gemäß Wahlrecht dem Rechnungshof vorgelegt werden müssen.
Die Übermittlung der Rechenschaftsberichte an den Rechnungshof muss in elektronischer Form erfolgen.

[value] => El pasado 3 de junio de 2016, fue publicada en el BOE la resolución de 31 de mayo de 2016, de la Presidencia del Tribunal de Cuentas, por la que se publica la Instrucción relativa a la fiscalización de las contabilidades de las elecciones a Cortes Generales de 26 de junio de 2016.
En virtud de la normativa vigente, el Tribunal de Cuentas ha de pronunciarse, en el ejercicio de su función fiscalizadora, sobre la regularidad de las contabilidades electorales presentadas por las formaciones políticas y, en el caso de que se aprecien en las mismas irregularidades o violaciones de las restricciones establecidas en materia de ingresos y gastos electorales, puede iniciar el procedimiento sancionador en los casos y en los términos establecidos en la Ley, así como proponer la no adjudicación o reducción de la subvención pública a percibir por la formación política de que se trate.
El Tribunal de Cuentas ha estimado conveniente elaborar la presente Instrucción con la finalidad de precisar los criterios técnicos a seguir en la fiscalización de las contabilidades relativas a las elecciones a Cortes Generales de 26 de junio de 2016, así como el alcance y los requisitos de la documentación contable y justificativa que ha de remitirse al Tribunal de Cuentas en cumplimiento de lo establecido en la normativa electoral, de modo que sean conocidos por las formaciones políticas, con objeto de facilitar el cumplimiento de las obligaciones previstas en la normativa electoral.
La remisión de la contabilidad electoral al Tribunal de Cuentas se realizará telemáticamente mediante soporte informático.
