[value] => Ab dem 23. April 2020 werden elektronische Bücher, Zeitungen und Zeitschriften mit 4% Mehrwertsteuer besteuert.
Bisher hat die Steuerbehörde in wiederholten Konsultationen geantwortet, dass höhere Mehrwertsteuersätze auf Printmedien zum Ansatz kommen und nur solche Bücher mit 4% Mehrwertsteuer besteuert werden dürfen, die über CD-ROM, USB-Laufwerke o.ä. auf Lesegeräte übertragen werden. Die Verwaltung stützte sich dabei auf die europäischen Vorschriften, um ihre Behauptung zu rechtfertigen, dass elektronisch erbrachte Dienstleistungen auf keinen Fall mit einem stark ermäßigten Satz besteuert werden könnten und daher der normale Steuersatz von 21% zur Anwendung kam.
Mit dieser Gesetzesänderung reagiert die Regierung auf die Forderungen des Sektors, indem sie sich bereit erklärt, diese Produkte steuerlich gleich zu behandeln, unabhängig davon, ob sie auf Papier oder in elektronischer Form erscheinen.
Die Senkung folgt dem Beschluss des Europäischen Rates vom Oktober 2018, in dem vereinbart wurde, dass ermäßigte Mehrwertsteuersätze auf elektronische Publikationen angewendet werden können.

Hasta ahora, la Agencia Tributaría venía estableciendo en reiteradas consultas una discriminación de tipos impositivos en el IVA respecto a los servicios prestados en soporte físico, que solo permitía tributar a un IVA del 4% a aquellos libros que hubieran sido volcados en herramientas de lectura o dispositivos portátiles a través de CD- ROM, pen drives, o similares. Apoyándose en normativa europea, la Administración alegaba que los servicios prestados de forma electrónica, en ningún caso podían tributar a un tipo superreducido, y por consiguiente debían tributar al tipo general del 21%.
Pues bien, con este cambio normativo, el Gobierno da respuesta a las demandas del sector y accede a equiparar el tipo del IVA aplicable a las ventas de estos bienes en formato electrónico con el formato físico.
Esta reducción encaja con la decisión tomada por el Consejo Europeo en octubre de 2018, en la que se acordó permitir tipos reducidos del IVA en las publicaciones digitales.
