[value] => Am 20. Dezember 2018 (Staatsanzeiger vom 29. Dezember) hat der spanische Rechnungshof die Anpassung des an die politischen Gruppen angepassten Allgemeinen Kontenplans an die Bestimmungen des Organgesetzes 3/2015 vom 30. März, über die Kontrolle der wirtschaftlichen und finanziellen Tätigkeit der politischen Parteien, gemäss der achten Schlussbestimmung dieses Gesetzes verabschiedet.
Dieser an die politischen Gruppen angepasste Kontenplan trat ursprünglich am 1. Januar 2014 in Kraft, wobei die zweite Übergangsbestimmung des Organgesetzes 3/2015 festlegte, dass die Parteien, Verbände, Koalitionen und Wählervereinigungen nicht zur verbindlichen Anwendung verpflichtet waren, solange der Rechnungshof nicht die Anpassung an das oben genannte Organgesetz vornahm. Eine freiwillige Anwendung des Kontenplans war allerdings möglich.
Der Allgemeine Kontenplan ist verpflichtend von allen politischen Parteien, Verbänden, Koalitionen oder Wählervereinigungen anzuwenden, die in den Anwendungsbereich des Organgesetzes 8/2007 vom 4. Juli über die Finanzierung politischer Parteien einbezogen sind.
Der angepasste Allgemeine Kontenplan ist am 1. Januar 2019 in Kraft getreten und muss daher von allen politischen Gruppen auf die Jahresabschlüsse für diejenigen Geschäftsjahre angewendet werden, die ab diesem Zeitpunkt begonnen haben. Der Abschluss für das Geschäftsjahr 2019 muss bis zum 30.Juni 2020 in elektronischer Form telematisch an den Rechnungshof übermittelt werden. Diese Vorschrift ist in der Anweisung enthalten, die die elektronische Offenlegung der konsolidierten Jahresabschlüsse der politischen Parteien und das Format der Abschlüsse sowie die Einhaltung der Informationspflichten gegenüber dem Rechnungshof regelt.

[value] => El pasado 20 de diciembre de 2018 (BOE del 29 de diciembre), el Tribunal de Cuentas aprobó la adaptación del Plan de Contabilidad Adaptado a las Formaciones Políticas a lo dispuesto en la Ley Orgánica 3/2015, de 30 de marzo, de control de la actividad económico-financiera de los partidos políticos, en cumplimiento de la Disposición final octava de esta Ley.
Inicialmente, este Plan de Contabilidad Adaptado a las Formaciones Políticas entró en vigor el 1 de enero de 2014, si bien la disposición transitoria segunda de la Ley Orgánica 3/2015 estableció que los partidos políticos, federaciones, coaliciones y agrupaciones de electores no quedarían vinculados a este Plan mientras el Tribunal de Cuentas no procediera a su adaptación a la citada Ley Orgánica. No obstante, ello no impedía su aplicación voluntaria por las mismas.
El Plan de Contabilidad es de aplicación obligatoria para los partidos políticos, federaciones, coaliciones o agrupaciones de electores incluidos en el ámbito de aplicación de la Ley Orgánica 8/2007, de 4 de julio, sobre financiación de los partidos políticos.
El Plan de Contabilidad Adaptado ha entrado en vigor el 1 de enero de 2019, por lo que todas las formaciones políticas deberán aplicarlo a sus cuentas anuales de los ejercicios económicos que se hayan iniciado a partir de esta fecha. Las cuentas referidas al ejercicio 2019 habrán de remitirse al Tribunal de Cuentas antes del 30 de junio de 2020, en formato electrónico y por medios telemáticos. Así se establece en la Instrucción por la que se regula la presentación telemática de las cuentas anuales consolidadas de los partidos políticos y el formato de las mismas, así como el cumplimiento de las obligaciones de información al Tribunal de Cuentas establecidas por la normativa en relación con las referidas contabilidades, aprobada por el Tribunal el 30 de marzo de 2017.
