[value] => Frankreich und Deutschland, die beiden Gründungsmitglieder der Europäischen Union, wollen ihre Zusammenarbeit auf dem Gebiet der Digitalisierung weiter verbessern und streben dazu ein gemeinsames Format für die elektronische Rechnung (XRechnung) an. Das französische „Forum National de la Facture Electronique et des Marchés Publics Electroniques“ (FNFE-MPE) und die deutsche „Arbeitsgemeinschaft für wirtschaftliche Verwaltung“ (AWV) haben dazu im Mai 2019 eine entsprechende Absichtserklärung unterzeichnet. Fachleute aus beiden Ländern haben kaufmännische und technische Umsetzungsmöglichkeiten für einen gemeinsamen deutsch-französischen Standard des elektronischen Rechnungsaustauschs erarbeitet, teilt das „Forum elektronische Rechnung Deutschland“ (FeRD) mit. Bereits heute seien die derzeit veröffentlichten Versionen weitestgehend technisch identisch, heißt es in der Mitteilung weiter.
Die weitere technische Angleichung zu einem deutsch-französischen E-Rechnungsformat werde künftig unter Würdigung der länderspezifischen rechtlichen Anforderungen Schritt für Schritt umgesetzt. Wesentliche Grundlagen für die Erarbeitung eines gemeinsamen Rechnungsformats seien die EU-Direktive 2014/55/EU sowie die im Jahr 2017 veröffentlichte EU-Norm EN16931, erklärt FeRD. Neben den technischen Fragestellungen geht es den beteiligten Verbänden um eine Optimierung des Gesamtprozesses für alle Beteiligten aus Wirtschaft und Verwaltung. Dazu kündigten die Verbände länderübergreifende Workshops an, auf denen sich französische und deutsche Experten austauschen werden.

En mayo de 2019, la asociación francesa “Forum National de la Facture Electronique et des Marchés Publics Electroniques” (FNFE-MPE) y la asociación alemana “Arbeitsgemeinschaft für wirtschaftliche Verwaltung” (AWV) firmaron una correspondiente declaración de intenciones. Expertos de ambos países han desarrollado medidas de implementación comercial y técnica para un estándar franco-alemán de intercambio electrónico de facturas, según el foro alemán “Forum elektronische Rechnung Deutschland” (FERD). A fecha de hoy, las versiones lanzadas actualmente son ya en gran medida técnicamente compatibles, según FERD.
La futura armonización técnica hacia un formato de factura electrónica alemán-francés se implementará paso a paso, teniendo en cuenta los requisitos legales específicos de cada país. Los fundamentos esenciales para el desarrollo de un formato de factura común son, por un lado, la Directiva de la UE 2014/55/UE y por otro, la norma EN16931 de la UE publicada en 2017, explica FERD.
Además de a las cuestiones técnicas, las dos asociaciones involucradas prestan especial atención a la optimización de la totalidad del proceso para todas las partes involucradas, tanto del sector econonómico como de la Administración. Con este fin, las dos asociaciones han anunciado talleres transnacionales en los que expertos franceses y alemanes intercambiarán puntos de vista.
