[value] => Das Staatshaushalt ist ein Rechnungsabschluss – oder eine Gruppe von Rechnungsabschlüssen - der die Abrechnung des Gesamthaushaltes um-fasst. Er umfasst alle Haushalts-, Vermögens- und Finanztransaktionen, die während einer wirtschaftlichen Periode von der staatlichen Verwaltung durchgeführt werden. Während es sich bei dem Haushaltsplan um eine Planrechnung handelt, spiegelt der Staatshaushalt die Ergebnisse seiner Durchführung bzw. der Haushaltsführung wider.
Am 14. August 2018 wurde im Staatsanzeiger die Verordnung HAC/874/2018 vom 30. Juli veröffentlicht, in der die Verordnung HAP/1724/2015 vom 31. Juli über die Aufstellung des Staatshaushaltes geändert wurde. Letztere legt die Besonderheiten fest, die bei der Erstellung des Staatshaushaltes in Bezug auf die Vorschriften für die Konsolidierung von Abschlüssen im öffentlichen Sektor, genehmigt durch die Verordnung HAP/1489/2013 vom 18. Juli, anzuwenden sind. Diese Vorschrift hatte zur Folge, dass seit dem Jahr 2014 der Staatshaushalt konsolidiert aufgestellt wurde.
Nach Ablauf der seinerzeit festgelegten Übergangsfrist wird nun vorge-schlagen, langfristig die modifizierte Equity-Methode für die Abschlüsse der gemeinschaftlich kontrollierten und der assoziierten Unternehmen sowie der Kreditinstitute und der Versicherungsunternehmen anzuwenden, wobei der Grundsatz der Wesentlichkeit zwischen den verschiedenen Bilanzierungsmethoden sowie die erheblichen Kosten, die sich aus der Anwendung der nicht-modifizierten Equity-Methode ergeben würden, berücksichtigt werden. Darüber hinaus setzt diese Verordnung mehrere Vorschläge um, die in den Stellungnahmen der Gemischten Kommission für die Beziehungen zum Rechnungshof zu den Erklärungen über den Staatshaushalt für die Jahre 2013, 2014 und 2015 enthalten sind.

[value] => La Cuenta General del Estado es un estado contable —o conjunto de estados— que recoge la liquidación de los Presupuestos Generales del Estado. Comprende todas las operaciones presupuestarias, patrimoniales y de tesorería llevadas a cabo por la Administración General del Estado durante un ejercicio económico. Mientras que el Presupuesto es un estado contable previsional, la Cuenta General del Estado refleja los resultados de la ejecución o gestión del mismo.
El pasado 14 de agosto de 2018, se publicó en el BOE la Orden HAC/874/2018, de 30 de julio, por la que se modifica la Orden HAP/1724/2015, de 31 de julio, por la que se regula la elaboración de la Cuenta General del Estado. Esta última Orden estableció las especialidades a aplicar en la elaboración de dicha Cuenta General en relación con las Normas sobre consolidación de cuentas en el ámbito del sector público, aprobadas por Orden HAP/1489/2013, de 18 de julio. Dicha norma supuso la elaboración de la Cuenta General del Estado como una Cuenta Única Consolidada, desde la correspondiente al ejercicio 2014.
Habiendo transcurrido el periodo transitorio establecido, se propone ahora regular con carácter de permanencia la aplicación del procedimiento de puesta en equivalencia modificado para las entidades multigrupo, asociadas, las entidades de crédito y de seguro, teniendo en cuenta el principio de importancia relativa entre la aplicación de uno y otro procedimiento, así como el considerable coste que implicaría la utilización de la puesta en equivalencia sin modificar. Además, en esta norma se da cumplimiento a varias propuestas recogidas en los Dictámenes de la Comisión Mixta para las relaciones con el Tribunal de Cuentas, en relación con las Declaraciones sobre la Cuenta General del Estado correspondiente a los ejercicios 2013, 2014 y 2015.
