Oktober veröffentlichte das ICAC auf seiner Website den Beschluss zur Eröffnung des Anhörungsverfahrens für die Ausarbeitung des Königlichen Erlasses, mit dem der Allgemeine Kontenrahmen (PGC), der Allgemeine Kontenrahmen für KMU, die Vorschriften für die Aufstellung von Konzernabschlüssen und die Vorschriften zur Anpassung des Allgemeinen Kontenrahmens an gemeinnützige Einrichtungen geändert werden sollen. Interessierte Parteien können Ihre Kommentare zum Königlichen Erlass bis zum 2. November einreichen.
Der Königliche Erlass ändert den PGC und dessen ergänzende Vorschriften (Vorschriften für die Aufstellung von Konzernabschlüssen und Vorschriften zur Anpassung des Allgemeinen Kontenrahmens an gemeinnützige Einrichtungen) mit dem Ziel, diese an die jüngsten Rechnungslegungsvorschriften der Europäischen Union in Sachen Finanzinstrumente und Erfassung von Erträgen aus der gewöhnlichen Geschäftstätigkeit anzupassen. Der Allgemeine Kontenrahmen für KMU wird nur in sehr begrenztem Umfang mit dem Ziel geändert, die Darstellung von Kapitalerhöhungen zu verbessern.
Die Ziele der geplanten Änderung können wie folgt zusammengefasst werden:
- Anpassung der spanischen Rechnungslegungsvorschriften an die internationalenRechnungslegungsvorschrifteninBezugaufFinanzinstrumente und die Erfassung von Erträgen nach Grundsätzen der Vereinfachung, Verhältnismässigkeit und Angemessenheit.
- Überarbeitung des PGC und dessen ergänzender Vorschriften unter dem Gesichtspunkt der Massgeblichkeit der neuen internationalen Rechnungslegungsvorschriften für Unternehmen, die nicht der Finanzbranche angehören.
- Analyse der internationalen Rechnungslegungsvorschriften unter kritischen Gesichtspunkten, um diejenigen Vorschriften nicht in den PGC aufzunehmen, die nicht zu einer Verbesserung der Relevanz und der Zuverlässigkeit der Finanzinformationen derjenigen Unternehmen führen, die den PGC anwenden.
Das Inkrafttreten ist für die Jahresabschlüsse der ab dem 1. Januar 2020 beginnenden Geschäftsjahre vorgesehen.

Hasta el próximo día 2 de noviembre, los interesados pueden presentar sus observaciones.
El Real Decreto modifica el PGC y sus normas complementarias (Normas para la Formulación de las cuentas anuales consolidadas y Normas de Adaptación del PGC a las entidades sin fines lucrativos) para adaptar estos textos a la reciente normativa contable de la Unión Europea, en materia de instrumentos financieros y reconocimiento de ingresos de actividades ordinarias. El Plan General de Contabilidad de Pequeñas y Medianas Empresas se modifica con un alcance muy limitado consistente en introducir una mejora técnica en la regla de presentación de las ampliaciones de capital.
Los objetivos de la norma pueden resumirse de la siguiente forma:
- Armonizar el ordenamiento contable español con la normativa contable internacional en materia de instrumentos financieros y reconocimiento de ingresos, de acuerdo con los criterios de simplificación, proporcionalidad y adecuación.
- Reformar el PGC y sus disposiciones complementarias desde la perspectiva de la relevancia de los nuevos criterios internacionales para las empresas no financieras.
- Realizar un análisis de los criterios internacionales desde una perspectiva crítica para no incluir en el PGC y sus disposiciones complementarias las reglas que no se considere que introducen una mejora en la relevancia y fiabilidad de la información financiera de las entidades que aplican el PGC.
La entrada en vigor está prevista para las cuentas anuales de los ejercicios que se inicien a partir del 1 de enero de 2020.
