[value] => Am vergangenen 6. Dezember 2017 wurde im spanischen Staatsanzeiger BOE der Runderlass 4/2017 der Banco de España vom 27. November an Kreditinstitute über öffentliche und reservierte Finanzinformationsstandards sowie über Bilanzierungsmodelle veröffentlicht. Zweck des Runderlasses ist die Anpassung der Rechnungslegungsvorschriften spanischer Kreditinstitute an die Änderungen der europäischen Rechnungslegungsvorschriften, die sich aus der Verabschiedung zweier neuer International Financial Reporting Standards (IFRS) ergeben: IFRS 9 und IFRS 15.
Von den Änderungen in diesem Runderlass sind drei direkt von den Änderungen des IFRS 9 abgeleitet: Die erste besteht in der Änderung der Vorschriften über Wertminderungen von finanziellen Vermögenswerten, die nicht mehr auf der Grundlage des entstandenen Verlustes sondern in Abhängigkeit vom erwarteten Verlust geschätzt werden. Die zweite bezieht sich auf die Änderung der Portfolios, in denen finanzielle Vermögenswerte zum Zweck ihrer Bewertung klassifiziert werden. Die dritte Änderung betrifft die Vorschriften zum Hedge Accounting.
Hinsichtlich der Änderungen, die sich aus der Anpassung an IFRS 15 ergeben, sind insbesondere die neuen Bilanzierungsvorschriften für gewöhnliche Erträge, im Unterschied zu denjenigen aus Finanzinstrumenten, zu erwähnen.
Der Runderlass trat am 1. Januar 2018 in Kraft.

[value] => El pasado 6 de diciembre de 2017, se publicó en el BOE la Circular 4/2017, de 27 de noviembre, del Banco de España, a entidades de crédito, sobre normas de información financiera pública y reservada, y modelos de estados financieros. El objetivo de la circular es adaptar el régimen contable de las entidades de crédito españolas a los cambios de la legislación contable europea derivados de la adopción de dos nuevas Normas Internacionales de Información Financiera (NIIF): la NIIF 9 y la NIIF 15.
Dentro de los cambios que se introducen en esta circular, caben destacar tres de ellos derivados directamente de las modificaciones de la NIIF 9: el primero consiste en el cambio del modelo de deterioro de los activos financieros, que deja de estar basado en la pérdida incurrida para estimarse en función de la pérdida esperada. El segundo se refiere a la modificación de las carteras en las que se clasifican los activos financieros a efectos de su valoración. El tercer cambio afecta a la regulación de las coberturas contables.
Por lo que se refiere a las modificaciones derivadas de la adaptación a la NIIF 15, cabe mencionar el nuevo modelo de reconocimiento de ingresos ordinarios diferentes de los procedentes de instrumentos financieros.
La circular entró en vigor el 1 de enero de 2018.
